If you are a government employee and want to know your Pay Scale Chart 2026, there is now an official update instead of budget rumours. The Federal Government has introduced new Basic Pay Scales 2026 for BPS 1 to BPS 22, effective from 1 July 2026. These figures come directly from the Finance Division notification, so they should not be confused with gross salary or take-home salary. Gross salary can include several other allowances depending on your department, posting, eligibility and service position.

One important thing to understand here: the last column does not mean years of service for every employee. It shows the number of stages within that particular basic pay scale. An employee’s actual basic pay depends on the stage at which his or her pay is fixed.
What Changed in Revised Basic Pay Scale 2026?
The biggest change is not simply a percentage added to the old minimum salary. The government formally introduced a new BPS structure. According to the Finance Division, Ad-hoc Relief Allowance 2022 and Ad-hoc Relief Allowance 2025 were merged into BPS-2026. Those two allowances therefore cease to exist separately for employees drawing salary under the new BPS-2026 arrangement. Existing employees are moved to the corresponding stage of the new scale through point-to-point fixation.
For example, suppose an employee was not at the minimum of BPS-2022 but had already reached several stages above the minimum. His salary should not simply be restarted at the new minimum. The Finance Division says the employee’s pay is fixed point to point, meaning at the corresponding stage above the minimum in BPS-2026. Personal pay being drawn beyond the maximum of a scale also continues at revised rates where the notification applies. This is why two people in the same BPS may have different basic salaries.
The notification also provided existing employees with an irrevocable option, to be exercised within 30 days from issuance, between continuing under BPS-2022 or adopting BPS-2026. If an employee did not exercise the option within the stated period, the notification says the employee would be deemed to have opted for BPS-2026.
Ad-hoc Relief Allowance 2026 is 7%
Along with the new Pay Scale Chart 2026, federal civil employees covered by the notification receive Ad-hoc Relief Allowance 2026 at 7% of running basic pay under BPS-2026, effective from 1 July 2026 until further orders. This is important because the 7% is an allowance on the new running basic pay. It should not be described as a simple 7% revision of the entire salary.
The notification says this allowance is subject to income tax and is admissible during leave and the entire period of LPR except extraordinary leave. It is not treated as part of emoluments for pension or gratuity calculations or for recovery of house rent. It is also not admissible during posting or deputation abroad, although it can become admissible after repatriation according to the conditions given in the notification.
So when someone says, Government employees only got a 7% salary increase in 2026, that statement does not tell the whole story. The new basic scales, merging of specified previous allowances, revised conveyance allowance and other applicable benefits need to be considered separately.
What Happened to Ad-hoc Allowances 2023 and 2024?
This was one of the confusing points after BPS-2026 was announced, and the Finance Division later issued a clarification on 4 August 2026. The clarification says that Ad-hoc Relief Allowance 2023 remains frozen at its applicable level. For new entrants, ARA-2023 is allowed notionally at 35% for BPS 1 to 16 and 30% for BPS 17 to 22 of the minimum of the relevant BPS-2022, and it remains frozen at that level.
For Ad-hoc Relief Allowance 2024, the Finance Division clarified that 25% for BPS 1 to 16 and 20% for BPS 17 to 22 remains frozen at its admissibility level as of 30 June 2026. New entrants are also allowed the respective percentage of the minimum of BPS-2022 notionally, subject to the conditions in the notification.
This detail matters when calculating an actual salary. You cannot take the BPS-2026 basic pay, add 7%, and call that the complete monthly salary.
New Conveyance Allowance Rates from July 2026
There is another confirmed increase that many employees will actually notice on their salary slip. The Federal Government increased monthly conveyance allowance by 50% of the previous amount, effective from 1 July 2026. The Finance Division issued a separate notification for civil servants working in BPS 1 to BPS 22.

So, for example, a BPS-16 employee covered by this federal notification can have a conveyance allowance of Rs. 7,500 per month under the revised rate. But again, this does not mean every BPS-16 employee anywhere in Pakistan automatically receives exactly the same gross salary. Provincial rules, department-specific allowances and individual circumstances can be different.
Disparity Reduction Allowance 2026
The Federal Government also approved Disparity Reduction Allowance 2026 at 15% of Basic Pay as on 30 June 2022 for BPS 1 to BPS 22 employees who were already receiving Disparity Reduction Allowance under the existing terms and conditions. It took effect from 1 July 2026.
That eligibility condition is important. We should not write that every government employee automatically gets an extra 15% DRA. The official notification specifically refers to employees who are already in receipt of Disparity Reduction Allowance. This is the kind of small sentence that gets missed when salary charts start circulating on Facebook and WhatsApp.
For a reliable salary calculation, an employee should therefore look at his or her own service category and existing allowances instead of comparing only with another employee’s grade.
What About House Rent and Other Special Allowances?
The BPS-2026 notification also explains the treatment of special pay and allowances. Special pays, special allowances and percentage-based allowances covered by the notification, including House Rent Allowance, stand frozen at their admissibility level as of 30 June 2026. The Finance Division specifically includes percentage-based allowances in this provision, subject to the exceptions mentioned in the notification.
This is another reason the basic pay table above should never be labelled as a complete salary chart. Basic pay is just one major part of monthly pay. An employee may receive house rent, conveyance, ad-hoc relief, disparity reduction or another department-specific benefit, while another employee in the same BPS may not receive exactly the same combination.
When someone searches BPS 14 salary in Pakistan 2026 or BPS 17 salary 2026, the safest answer is therefore to give the official basic pay first and then explain that the gross salary depends on admissible allowances.
Annual Increment Chart 2026
The annual increment is already included in the official BPS-2026 table. The Finance Division states that the normal annual increment continues to be admissible, subject to existing conditions, on 1 December each year.
This means a BPS-05 employee has an annual increment amount of Rs. 910 under BPS-2026, while BPS-16 has Rs. 2,720 and BPS-17 has Rs. 4,110. At the upper end, BPS-22 carries an annual increment of Rs. 10,470. The increment is added according to the applicable service and pay-fixation rules; it should not be treated as a separate general December bonus.

Is This Pay Scale Chart for Punjab, Sindh, KP and Balochistan Too?
No. This particular Pay Scale Chart 2026 is the Federal Government’s official BPS-2026 chart. The Finance Division notification specifically covers civil employees of the Federal Government paid from civil estimates and defence estimates as stated in the Office Memorandum.
This distinction should be kept very clear on BondResult.com. A federal notification should not automatically be described as Punjab, Sindh, Khyber Pakhtunkhwa or Balochistan’s pay notification. Provincial governments can issue their own finance department notifications, adopt similar measures, change rates or apply different conditions.
If you are a Punjab Government employee, for example, check the Punjab Finance Department notification applicable to you rather than assuming every figure in a federal allowance notification automatically applies to your salary. Pension Increase 2026 for Federal Pensioners
Federal pensioners also received a separate update. On 29 July 2026, the Finance Division notified a 7% increase on baseline pension with effect from 1 July 2026 for civil pensioners of the Federal Government, civilians paid from Defence Estimates, retired Armed Forces personnel and Civil Armed Forces personnel covered by the notification.
The same notification says the 7% increase is also admissible to pensioners retiring on or after 1 July 2026. It further states that the previously allowed 15% pension increase from 2022 and 7% increase from 2025 remain admissible to government employees retiring on or after that date under the stated conditions.
Salary and pension should still be treated as separate subjects. The 7% pension increase is not the same thing as the 7% Ad-hoc Relief Allowance 2026 given to serving employees.
BPS 2022 vs BPS 2026: What Should Employees Understand?
If you saw the old salary chart and are wondering why the 2026 minimum basic pay is higher, the main reason is that the government has moved from BPS-2022 to a new BPS-2026 structure by merging specified relief allowances. For example, BPS-01 had a minimum basic pay of Rs. 13,550 under BPS-2022, while the official BPS-2026 minimum is Rs. 16,280. BPS-16 moves from Rs. 28,070 minimum basic pay to Rs. 33,720, while BPS-17 moves from Rs. 45,070 to Rs. 54,140.
That does not mean an existing employee simply jumps from the old minimum to the new minimum. Existing employees are fixed stage to stage according to the official point-to-point method.
This distinction is especially useful for job seekers. When a government vacancy says BPS-16, the minimum basic pay under the federal BPS-2026 chart is Rs. 33,720, but the actual starting gross pay can be higher after applicable allowances.
